Playing the cards
Deal thirty-four three-card fans and one two-card fan. Move each fan top up or down one rank in suit onto another nonempty fan; Aces begin eight ascending suit foundations. Empty fan spaces stay empty.
First plan
Expose Aces and low cards without losing access to the cards under a fan.
A cleared fan cannot hold a card again, so every emptied fan permanently reduces maneuvering room.
